I notice that the Luigi 3D model is identical to Mario's model, excluding the colors and hat texture. The movement is also identical, and the extra life symbol remains unchanged. There's no audio, undoubtedly because the video maker couldn't hack Luigi's voice into it.
In conclusion, the video depicts a hacked copy of SM64. More evidence that it's a hack: the video quality was nearly perfect, meaning that they had to use either an emulator (highly likely) or some sort of device (extremely unlikely) to record the video.

it's a hack. you can go to www.wdell.com's super mario 64 section and walton dell has it on there, and prove's it's a hack, by showing a video of an incomplete level editor being made by the same person working on the luigi hack.

Hack indeed, but the Luigi model is quite different to the Mario model as you can see when the camera gets closer, the head is stretched and the body is... Deformed to say the least as you can see from going through doors.
