I found a method to do this on the DS version, but I think it would work for a number of reasons: 1. The DS and N64 versions both contain something which allows you to get Disappear ability (Luigi Power Flower and D. Cap) 2. Luigi's long jump is just a little better than Mario's.
There is only one problem, and that is: A. In the DS version, the ! switch in the downtown area creates "brick stairs" which allow you to get onto the gray building on the same side of the level as the Pipe and the brown building with the slope. I don't remember if the ! switch in the downtown area inthe N64 version also makes these stairs. If not, this method is impossible on the N64 version.
Method: Activate the ! switch and long jump all the way to the Disappear Cap box near the gray building described above. Once you grab that cap, climb the brick "stairs"--as fast as you can!-- to get on the building. Once on, long-jump to the brown one with the slope, but land on the flat part. Then, long-jump THROUGH the grate wall in the pipe. If you have to, break the bricks on the buildings before attempting so you can do it faster. Obviously, you must do it before the cap runs out.

I can't shoot video and I lost my N64, but if it's possible in the DS, then it's THEORETICALLY possible in the N64. I'm planning on getting a video camera that can shoot footage of LCD screens, and if I can get that I can get DS video. I haven't tried it with Mario, but I know the theoretical method to do it with him. I have tried it with Luigi, but that's because his backward-somersault (backflip) has that spinny part. But you could get that same ability as Mario in the N64 from Yoshi, and from there do it almost the same as Luigi, except triple-jumping instead of back-flipping...

Yeah, that method doesn't work in the N64 version unfortunately. The grating in front of the pipe stays solid even when you're invisible. However, it is still pretty easy to get in the pipe using the conventional methods.
